Each of the words from the left hand side can be used to form expressions matching the enumerations provided on the right hand side, that includes an orthogonal direction {UP, DOWN, LEFT or RIGHT}:
Taking the letters that the connectors pass through, in order of the LHS elements, and Caesar shifting them by the amounts shown on the lower dial corresponding to the direction appearing in the corresponding phrase (+14 for UP, +3 for DOWN, +13 for RIGHT and +1 for LEFT) spells the intended answer NYC BOROUGH.
